Fix Chase Qfx File Type Selector

Chase transactions has a live pending detail gap from qfxdownloadfailed. The failing path timed out selecting the QFX file-type control even though the connector had already broadened selector constants for two observed Chase id families.

The open Chase gap is account-scoped transactions coverage with lasterror.class = qfxdownload_failed. The run reached the Chase browser surface, completed owner assistance, discovered the account, and failed while selecting "Quicken Web Connect" in the QFX download form.

The polyfill-connector runtime SHALL provide exactly one browser-launch primitive (acquireIsolatedBrowser) that launches a per-connector patchright Chromium with an isolated profile directory. Browser-backed connectors and operator tools SHALL NOT use a long-lived shared Chromium daemon, CDP-attach, or a shared profile directory across connectors.
